  3. Two senators at the center of negotiations over comprehensive immigration reform, Sen. John McCain (R-Ariz.) and Sen. Bob Menendez (D-N.J.) said on Sunday that a pathway to citizenship is an essential component of a comprehensive reform bill. “That has to be also part of it,” McCain told ABC News’ Martha Raddatz on “This Week” when asked whether a pathway to citizenship would be a component of reform. “There’s a new appreciation on both sides of the aisle including, maybe more importantly on the Republican side of the aisle, that we have to enact comprehensive immigration reform.” McCain said that a small group of Senators will release the principles of a comprehensive, not “piecemeal,” reform bill this week. “I’m very pleased with the progress,” McCain said. “It’s not that much different from what we tried to do in 2007.” Read a full transcript of the interview with Sens. Menendez, who met with President Obama on Friday along with other members of the Congressional Hispanic Caucus leadership, said that the president expressed his full commitment to reform. “The president made it very clear in that discussion that this was a top legislative priority for him in this session of the Congress and that he expects to work with all of us in an effort to achieve that goal and he’s fully committed to it.” He added that a pathway to “earned legalization” is an “essential element” of an immigration reform bill. “First, Americans support it in poll after poll. Secondly, Latino voters expect it. Thirdly Democrats want it. And fourth Republicans need it,” Menendez said. McCain added that he believes Obama’s use of the presidential podium on behalf of immigration reform at an event in Las Vegas planned for Tuesday will aid efforts to pass a bill. “I think it helps,” McCain said. “I think its important that we all work together on this.” “Believe it or not, I see a glimmer of bipartisanship out there,” he added. (Reuters) - Leading Democratic and Republican senators said on Sunday there were encouraging signs in the push to overhaul U.S. immigration laws - a top priority for President Obama's second term - and they would introduce their plan this week. With Obama set to begin his push for immigration reform with a speech in Las Vegas on Tuesday, a group of three Democratic and three Republican senators have been working for weeks on a plan. One of those senators, Republican John McCain of the border state of Arizona, said on ABC's "This Week" program that the group still had hard work ahead but that he was pleased with the progress and that the principles of a comprehensive plan would be put forth this week. McCain said the plan was much like a 2007 immigration proposal that died during the presidency of George W. Bush. That plan included a path to citizenship for undocumented immigrants, tighter borders, a guest worker program and requirements for employers to verify workers' immigration status. The immigration issue was largely pushed aside during Obama's first term as economic concerns weighed more heavily, but the president, who had overwhelming backing from Hispanic voters in his 2012 re-election, cited it as part of his agenda when sworn in for a second term last week. McCain said the political aspect of immigration reform should sway any Republicans who object to a pathway to citizenship for undocumented immigrants. "We are losing dramatically the Hispanic vote, which we think should be ours, for a variety of reasons, and we've got to understand that," he said. McCain said change also was needed because "we can't go on forever with 11 million people living in this country in the shadows in an illegal status. We cannot forever have children who were born here, who were brought here by their parents when they were small children, to live in the shadows, as well." Democrat Dick Durbin of Illinois, another member of the six-person Senate group, said on "Fox News Sunday" that work remained to be done but that the progress was encouraging. "We are trying work our way through some very difficult issues but we are committed to a comprehensive approach to finally in this country having an immigration law that we can live with," he said. "We have virtually been going for maybe 25 years without a clear statement about immigration policy. That's unacceptable in this nation of immigrants." Senator Robert Menendez, a Democrat from New Jersey who is also a member of the immigration group, said on "This Week" that he was cautiously optimistic because of the bipartisan spirit that has prevailed in the recent reform effort. "I see things that were once off the table for agreement and discussion being on the table with a serious pathway forward," he said. CHARLOTTE, NC (WBTV) - The North Carolina Attorney General issued a letter to the Department of Motor Vehicles Thursday about their ruling in whether or not illegal immigrants can get temporary driver's licenses in North Carolina. In the statement, the NCDOJ says young illegal immigrants, under deferred action, can get temporary driver's licenses in the state. "It is therefore our opinion that individuals who have been granted deferred action under the Deferred Action for Childhood Arrivals policy directive are lawfully present in the United States during the period of deferment." the release states, " As such, N.C. Gen. Stat. 20-7(s), which states that DMV shall issue a drivers license of limited duration to person who present valid documentation demonstrating deferment and meet all other statutory requirements, requires that such licenses be issued." North Carolina had previously said it would not issue licenses for young people in the country illegally until the Attorney General ruled on the issue. Under President Obama's new deferred action program, illegal immigrants under age 31 who were brought to the U.S. as children could qualify for a 2-year work permit.   21. A United States congressman has introduced a bill that would repeal the 22nd Amendment, which currently limits the president to serving only two terms as commander-in-chief. Should the bill become a law, it could allow President Barack Obama to run for reelection yet again in 2016. The bill, H.J. Res. 15, offers “an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.” New York Democratic Rep. Jose Serrano reintroduced the measure on January 4, after it did not make it to a floor vote in January 2011, the Daily Caller reports. Serrano has attempted to repeal the amendment for decades and proposed similar bills in 1997, 1999, 2001, 2003, 2005, and 2007. Rep. Serrano’s initiatives are not dependent on any particular party, since he has tried to get the measure passed under the presidencies of both Democrats and Republicans. But if the bill makes it to the floor for a vote this year, President Obama, a Democrat, might have a chance at a third term in the White House, which would make him the first president to possibly seek a third term since Franklin Roosevelt. Even though a repeal has not made it far in Congress, there have been several attempts at bringing it to the floor, which have garnered support from past presidents and prominent legislators. Rep. Steny Hoyer (D-Md.) repeatedly proposed repealing the 22nd Amendment while both Bill Clinton and George W. Bush were in office, and Senate Minority Leader Mitch McConnell tried to repeal it in 1995. In 1989, Senate Majority Leader Harry Reid (D-Nev.) introduced a similar resolution. Former President Ronald Reagan told Barbara Walters in a 1986 interview that the 22nd Amendment “was a mistake,” while former President Bill Clinton has always believed in the option for a president to seek reelection at a later time – even if he has already served twice. “Shouldn’t a president be able to take two terms, take time off and run again?” Clinton said in an MSNBC interview in November. “I’ve always thought that should be the rule. I think as a practical matter, you couldn’t apply this to anyone who has already served, but going forward, I personally believe that should be the rule.” Repealing the 22nd Amendment has been supported by both Democrats and Republicans, but has never garnered enough votes to go into effect. Congress passed the 22nd Amendment on March 21, 1947. It was ratified by 41 states and rejected by only two. It limits each president to two terms, but did not apply to the sitting president, former President Harry Truman, who withdrew as a candidate for re-election in 1952. WASHINGTON — The Obama administration eased the way Wednesday for illegal immigrants who are immediate relatives of American citizens to apply for permanent residency, a change that could affect as many as 1 million of the estimated 11 million immigrants unlawfully in the U.S. A new rule issued by the Department of Homeland Security aims to reduce the time illegal immigrants are separated from their American families while seeking legal status, immigration officials said. Beginning March 4, when the changes go into effect, illegal immigrants who can demonstrate that time apart from an American spouse, child or parent would create “extreme hardship,” can start the application process for a legal visa without leaving the U.S. Once approved, applicants would be required to leave the U.S. briefly in order to return to their native country and pick up their visa. The change is the latest move by the administration to use its executive powers to revise immigration procedures without Congress passing a law. In August, the Obama administration launched a program to halt the deportation of young people brought to the U.S. unlawfully as children. The new procedures could reduce a family's time apart to one week in some cases, officials said. In recent years a few relatives of U.S. citizens have been killed in foreign countries while waiting for their applications to be resolved. “The law is designed to avoid extreme hardship to U.S. citizens, which is precisely what this rule achieves,” said Alejandro Mayorkas, director of U.S. Citizenship and Immigration Services, in a statement. “The change will have a significant impact on American families by greatly reducing the time family members are separated from those they rely upon,” he said. Until now, many immigrants who might seek legal status do not pursue it out of fear they will not receive a "hardship waiver" of strict U.S. immigration laws: An illegal immigrant who has overstayed a visa for more than six months is barred from reentering the U.S. for three years; those who overstay more than a year are barred for 10 years.
